Basics for the construction of process architecture in public statistics

Abstract
The mission of public statistics is to deliver reliable, independent and high-quality statistical information on the state and changes that occur in the society, economy and the natural environment, thus responding to the needs of domestic and international recipients. In the age of IT innovation, the reality raises new challenges to public statistics. Modern public statistics imposes a strong pressure on increasing efficiency, i.e. the need to deliver new products faster and cheaper with less burden on the respondents. For this reason, the process approach has been being developed for many years by statistical organisations who have elaborated the generic statistical business process model (GSBPM). It is considered a standard model and it is successfully being developed and implemented around the world by numerous public statistical organisations.
This paper shows that the GSBPM covers the needs and conditions of national public statistics and after appropriate adjustments could be adapted for the purpose of construction of the Polish Integrated Statistical Business Process Model (ISBPM). The framework of corporation architecture prepared in the Central Statistical Office of Poland covers the processing approach of statistical data production and the entire transition path from the current surveys organisation model, based on the stovepipe model, to the Integrated Statistical Business Process System (ISBPS).
