Polityka pieniężna i ceny nieruchomości w krajach OECD w modelu losowych współczynników

Streszczenie
Celem artykułu jest zbadanie zróżnicowania reakcji polityki pieniężnej na zmiany cen nieruchomości. W tym celu szacujemy model empiryczny oparty o regułę Taylora na podstawie próbki kwartalnych danych z OECD dla krajów stosujących politykę celu inflacyjnego. Badamy zależność pomiędzy stopą procentową a czterema wskaźnikami cen nieruchomości. Z powodu znaczącego zróżnicowania polityki pieniężnej w badanych krajach używamy panelowego modelu losowych współczynników. Po uwzględnieniu inflacji i luki popytowej odrzucamy hipotezę, że zmiany cen nieruchomości miały znaczący wpływ na politykę pieniężną.

Monetary policy and housing prices in OECD countries in random coefficients model

Abstract
The aim of the article is to analyze the heterogeneity of monetary policy reaction to housing prices. To this end, an empirical model based on the Taylor rule was estimated that investigated the impact of four OECD housing price indices on interest rates on interbank markets. The empirical model uses quarterly data from OECD countries using the strategy of inflation targeting during the years 2001–2014. Estimates were obtained using random coefficients, because of the expected heterogeneity of the reaction between countries. We find no evidence for monetary policy reaction to housing prices. of clusters of investment are being examined. An econometric modelling was based on a spatial panel model and cumulative spatial model. The specification of the model is based on the concept of Net Present Value (NPV), which allows treating multi-period investments and budget revenues as Cash Flow project. The interpretation of the model with spatially lagged dependent variable and the Durbin component (spatially lagged explanatory variables), is based on the direct and indirect impacts. Different spatial weights matrices as contiguity matrix or inverse distance allow for a better assessment of the range of the spatial diffusion of the investment process.
